What Is the CITB Levy, and How Does It Work?

Large Businesses

Companies that pay over £80,000 in total salaries are required to contribute to the levy. This contribution creates a pool of funds that can be reinvested into training. For large businesses, this provides an excellent opportunity to upskill their workforce, using their levy contributions to cover or reduce training costs.

Small Businesses

Smaller companies often pay less or no levy but can still benefit significantly. Through grants and funding opportunities, small businesses can access training for little or no cost, making it an invaluable resource for growth and development.

New data from the Office for National Statistics (ONS) reveals that almost one in eight young people aged 16–24 in the UK are currently classified as NEET — not in education, employment, or training. The Construction Industry Training Board (CITB) is streamlining its grant and funding system—here’s what’s changing, why it matters, and what employers should do next. 1. Closure of the Skills & Training Fund (30 September 2025) CITB is simplifying how financial support is accessed. The current overlap between Employer Networks (ENs) and the Skills & Training (S&T) Fund has caused confusion, so from 30 September 2025, the S&T Fund will close, and Employer Networks will become the single route for training support. Any applications already approved will be honoured, but new applications will follow payment-on-completion terms. 2.
